The innovative technology solution of SecuScan®, The Under Vehicle Monitoring System, provides fast and easy detection of dangerous objects as, for instance, weapons and explosives, drugs and contraband as well as safety or quality defects (e.g. rust). By using Secuscan, the channel capacity of high-traffic checking points can be significantly increased. The Under Vehicle Monitoring System includes the scanning unit, an inspection workstation and a traffic light. The two different mobile systems can be installed with rubber benches or aluminum ramps. The permanent version is made of stainless steel. The scanner unit is capable to make the picture, while the vehicle is overpassing it, so it’s suitable for scanning trucks of any size of length, even with trailer. It is able to scan the overpassing vehicles up to a speed of 40 km/h.

The Netherland company, which was founded in 1937, has a great history in the steel industry and also in the field of road safety solution (steel barrier/roadblocker, etc.). Following market trends and the series of unfortunate terror attacks, they have developed the SafeZone product line Laura Metaal entered the physical security market a few years ago.
Compared to concrete blocks which provide only barrier for traffic but means no protection to passengers moreover in case of higher impact energy they are projected into the crowd which can multiply the rate of the damage, the new SafeZone roadblock is a perfect replacement of these concrete blocks, and it also has a number of additional features which are indicating the precise engineering and benefits the end-user.
They provide two solutions in the field of the so-called mobile ’anti-terror’ roadblock: SafeZone Pindown and SafeZone Freestander. They are sharing almost the same basic features. Their purpose is to create these barriers to be quickly deployable and/or dismountable. The panels can be ordered in several sizes, in addition, there is a gate module that is easy to install in the line of the barriers, made by the same manufacturer which allows the pedestrians to fluently pass through the element. The gate module has been tested according to several standards, therefore it has similar certificates as the other traffic mitigating modules. The gate module provides a quick and secure solution for public roads and even special events, festivals or other outdoor and/or public events. The entire system is made of high-quality S355 reinforced steel. It provides complete protection and thanks to the built-in wheels, they are can be moved easily. These wheels can be projected while you positioning the barrier and then you just need to retract them when it is in place.
Another great advantage of the devices is that if you want to completely lock down an area, you can attach fencing elements to the top of the roadblockers. These fencing modules can be regular wire mesh fences or you can apply commercial boards instead of wire mesh.
The difference between SafeZone Pindown and SafeZone Freestander is that the Freestander is completely mobile, PinDown is equipped with strong steel pins (3-3 per side) to fix the device to the ground using pre-drilled shells. In the case of Freestander, the vehicle is stopped by the projectable feets on one side of the device when they turn underneath the car or truck.
For example, streets around several stadiums in North America are temporarily closed by Pindown devices and then at the end of the event, they are easily moved back on their own wheels into a nearby storehouse.

In our previous article, we reviewed the terrorist attacks on cars, their consequences and the possibilities of proactive activation, in particular, physical barriers (concrete blocks, street furniture). In the future, we need to talk about the qualification aspects, the system and the effective protection of the buildings used.
THE QUALIFICATION
For anti-terror bollards and anti-terror street furniture, there is certification adopted on the basis of various international standards and widely used in the industry. Knowledge of these helps the customer to make sure that the tool he chooses can actually perform his task effectively. It is important to mention that some of the non-certified devices may have protection, but these solutions are far from the capabilities of a qualified antiterror tool. Many foreign manufacturers sell rising bollards that are advertised as antiterror columns, but in many cases, they do not have a minimum or no qualified. This may be due to the fact that such a test is carried out in tens of thousands of euros and, on the other hand, the manufacturer may sometimes be aware that the device would not pass through such a test, and would not be qualified. Crash tests are primarily conducted in the United States and Europe. In the United States, primarily under the control of the ASTM (American Society for Testing and Materials). Two of the many certifications issued by ASTM are worth mentioning.
One of them: Crash Test Level M50 (K12) – in this case, the bollard is able to stop a vehicle that drives with 80 km/h and 6,8-ton weight. The second one: Crash Test Level M30 (K4) – this qualification means a vehicle that drives with 50 km/h and 6,8-ton weight will be stopped by a bollard. The following values you can see in table 1.:
The equivalents of these certifications (mainly used in Europe) are IWA 14.1 and IWA 14.2. internationally recognized standards. The certification of K4, K8, K12 have been defined by DoS (Department of State). In 1985 was it the first time and after in 2003 by DoD (Department of Defense). Between the certification of DoS or DoD and ASTM is the following:
K12 = M50; K8 = M40; K4 = M30
Our next big group is PAS certifications. There were done by the internationally renowned British BSI, which was distributed as follows. PAS 68 is the equivalent of the previously described K12 certification. Another version of PAS 69, here is a plus that in this rating it is mandatory that the maximum distance between installed columns should not exceed 1.2 meters. The third in this line is PAS 170. A device with this certification is capable of stopping a vehicle of up to 25 tonnes if it is running at approximately 15-35 km / h. The table below shows that the American ASTM certification due to local conditions (vehicle-to-vehicle differences – American vs. European standards) is not worth comparing with the PAS certification system used mainly in Europe.
In the case of PAS 68 street furniture, we can be sure that we have the right quality product. The PAS 68 tools have an iron base that is placed at least half a meter deep in the ground. Furniture is often made of a mixture of concrete and marble. This ensures that vehicles of different sizes and speeds are stopped and immobilized.
BUILDINGS AS RISK FACTORS
Impact protection is only one of the factors that we should consider. All buildings and properties can deal with a number of security risks that we need to keep in mind when planning. In addition to safety, accessibility is an outstanding aspect, but design and aesthetics are also a consideration. It is important to know the potential risks and threat points that are the most vulnerable. In the event of an attack or even accident, a vehicle can cause unpredictable damage, not to mention the occupants and pedestrians. For this reason, it is important to take into account the environment of the object to be protected and the risk of proof that might threaten those insides.
ACCESSIBILITY AND PROXIMITY TO TRAFFIC
How close are the vehicle to the building or sensitive areas? It is worth considering the surrounding streets or park place in this area?

SPEED OF NEARBY VEHICLES
Speed is one of the most important factors that we have to take in figuline. In both an accident and an attack, the higher speed reduces the driver’s response time and increases the vehicle’s momentum, thus increasing damage.
TRAFFIC TYPES Many types of vehicles are involved in the traffic, cars, trucks, bikes, scooters, etc. The weight of the vehicle is also an aspect of the test, as obviously a motor is not able to cause much damage as a flatbed truck. In the case of the latter vehicle, the damage caused by the weight is also proportionally increased in the event of an impact.
LOCATION OF BUILDING AND ROADS
We have to take into account the position and direction of nearby roads. Are you passing by the building? Or direct to the entrance to the building? Long, unobstructed ramps can increase your safety risk by allowing vehicles to reach higher speeds.
BEHAVIOR OF DRIVES
Executives usually move quickly near the building? What kind of environment? Eventful? in some cases, seasonal seasons may also be important.
We also need to consider the possibility of “ramming” or gassing attacks. In such cases, vehicles driving into the mass and / or building can cause significant damage to buildings and injuries to the occupants. In order to prevent the above-listed events, the important elements of the protection are the descending or fixed columns, which may be anti-terror. When designing a security plan, we need to choose the right tool for us, taking the risks into account.
In doing so, it is determined that qualified and / or non-qualified columns are used. Qualified columns offer the highest degree of security, but in many cases, they can be pepper goods. Of course, the price depends much on the desired degree of protection, a difference of 700 mm and an antiterror price of 1200 mm may be significant. It is important to note that the lifetime of these devices can be significantly extended by regular maintenance.

Orion21 Ltd. has the main profile the distribution of rising bollards. Our product is produced by Italian PILOMAT s.r.l., whit whom we have been working together for a long time ago. In addition to bollards produce the Pilomat road blockers, chain barriers, parking barriers, tire killers, and other street blockers. In this article, we would like to show the rising bollards, especially that columns which are qualified with anti-terror countermeasures.
This anti-terror bollards can be used our company several high-risk location with successful. Our system can be found in the main entrance of specialized service, by emphasized government buildings, by the Budapest International Airport and public domains. Our anti-terror bollards have the following qualifications: K12 (American cert. DOS SD-DT 02.01), M50 (ASTM cert. – F2625-07), K4 (USA), M30 (ASTM cert. – F2656-07), and besides that the tools have PAS68 and IWA14 with certifications. These systems have passed successfully resistance level.
ABILITIES
The above things, what does it mean exactly in practice?
Our company’s anti-terror bollards are capable of stopping specific vehicles from impact energy of 250 000 Joules from the impact energy of 750 000 Joules to 700 000 Joules of impact energy to 2 000 000 Joules. In everyday language it means: a K4 qualified rising bollard, a 2-tonne car will still be stopped at 57 km / h, with the column partially capable of running, while at a speed of 98 km / h the column will suffer significant damage, it can even break out of its place, but it stops the vehicle. For a 6,8 ton truck, these speed ranges will change to 31 km / h and 53 km / h. By the 120 cm high K12 qualified rising bollard these values are modified as follows: that car with 95 km/h speed is able to stop the car the bollard without any damage, but 161 km/h will suffer heavy damage, maybe can even break out but it stops the car. In the case of truck (6,8-ton) at 52 km / h, the bollard suffers minimal damage, while at 84 km / h it is still able to stop the truck, but significant damage can also occur. Good to know, after one a sharp test such a qualified bollard, a 7-ton truck hit with an 80 km/h after hitting the bollard bent only a few degrees but still remained functional.
It is important to mention that the rising bollards are built on a modular system. The essence of this is that after an impact it is not necessary to replace the whole device at the same time. It is enough to replace the damaged elements (mantle, possibly other moving parts) and the system will be ready again for the protection level that was previously used.
If we take into account the regrettable tendencies of the past few years, which showed that terrorists can turn any vehicle into a deadly weapon and that dozens of lives can be sacrificed in minutes, so it is clear that such attacks need effective protection and antiterror columns appropriate solution. Unfortunately, concrete blocks creat in public areas only the illusion of security.
There have been a number of recent cases that have proved that these solutions are not capable of performing their tasks, and even the motive energy of the vehicles driving them is only pushing them away, so that uncontrolled concrete blocks will dislodge everybody on their way and „help” the attackers to further harm and take victims.
In 2. october 2015 Aisico s.r.l. tested their rising bollard, PILOMAT 275/K4 900A for IWA 14-1:2013 reference standard and PAS68:2013 standard.
On the standalone test of PILOMAT 275/K4 900A rising bollard had an impact rated N3C according to IWA 14-1:2013 and N3 according to PAS68:2013 standards. The nominal velocity for both standards is 48 km/h.
Description of damages:
Test vehicle: the PILOMAT 275/K4 900A totaly immobilezed the test vehicle, causing serious damages on its undercarriage. The biggest impact on the vehicle was located on the driver side, which is 1 meter deep.
PILOMAT 275/K4 900A: the bollard had minor damages. The base of the bollard did not dislocated, but the bollard itself turned in 10° angle related to its axis in the dircetion of the vehicle’s movement. It stopped the test car successfully, despite of the impact the route still remained secured. PILOMAT 275/K4 900A was working properly after the hit.
Based on the results of the test the PILOMAT 275/K4 900A got the following certifications:
– IWA 14-1:2013 bollard V/7200 (N3C)/48/90:1.0
– PAS68:2013 bollard V7500(N3)/48/90:1.0/2.5

PILOMAT ROAD BLOCKER RB1000: the road blocker got some damages. The base of the road blocker dislocated with road blocker itself turned in 10° angle related to its axis in the dircetion of the vehicle’s movement. It stopped the test car successfully, a piece of the road blocker with detached and landed 10m further.
Based on the results of the test the PILOMAT ROAD BLOCK RB1000 got the following certification:

Test vehicle: the PILOMAT 275/M50-1200A rising bollard totaly immobilezed the test vehicle, causing serious damages on its undercarriage. The biggest impact on the vehicle was located on the driver side, which is 1.4 meter deep. The the vehicle’s cabin detached and landed 8 meter further from the bollard.
PILOMAT 275/M50-1200A: the bollard had minor damages. The base of the bollard and the bollard itself dislocated turned in 2° angle related to its axis in the dircetion of the vehicle’s movement. It stopped the test truck successfully, despite of the impact the route still remained secured. PILOMAT 275/M50-1200A was working properly after the hit.
Based on the results of the test the PILOMAT 275/M50-1200A got the following certification:
